This project is collaboration between KRUS (The Correctional Service of Norway Staff Academy) and PHS (The Police Academy). The goal of the project is to increase the understanding of what restrains the recruitment of people with minority background to the two academies, and why it is important to increase the number of staff-members with such a background. However, separate reports are elaborated. The starting-point for both academies is that the portion of staff with minority background is low. This report points to underlying social conditions related to demography, education and the employment marked that in general are of significance when recruiting people with minority background. Furthermore, different perspectives stating the reason for why recruitment to the Correctional staff ought to be increased are accounted for. A survey on the applicants with minority background for The Prison Academy in 2006 and a cooperative project between KRUS and NAV Intro (The Norwegian Labour and Welfare organisation) are also described. Experiences from other public services, like the Police Academy and the Postal Service of Norway, are used as examples to gain insight into the practical work concerning recruiting and increasing the diversity of staff members. This has in sum formed a foundation for evaluating approaches and measures that might be of relevance for The Prison Academy (KRUS) and The Correctional Service. Which of these measures that would be the most prosperous to go forth with, are to be clarified through separate processes.
